Dr. Halil Doğru kariyerine işletme fakültesi mezunu olarak Sermaye Piyasası Kurulu’nda başlamıştır. Dokuz yıl süreyle SPK’da denetleme ve ortaklıklar finansman dairelerinde uzman olarak çalıştıktan sonra 1992’de hukuk kariyerine başlamış ve ulusal ve uluslararası alanda hakem ve avukat olarak hizmet vermeye devam etmektedir. Hem finans hem de hukuk alanında uzmanlığa sahip olması Dr. Halil Doğru’yu bu iki alanın kesişim noktalarında aranan bir kişi konumuna getirmiştir. Akademik çalışmalarını Wharton School, the London School of Economics, İstanbul Üniversitesi ve Dokuz Eylül üniversitesinde devam eden Dr. Halil Doğru’nun Menkul Kıymetleştirme ve Mortgage adlı bir kitabı ve Halka Açık Şirketlerde Yönetim Kontrol Değişikliği ve Çağrı isimli bir doktora tezi bulunmaktadır. Halil Doğru, İMKB şemsiye sigortası kapsamında üç ayrı aracı kuruluşta meydana gelen müşteri hesaplarındaki suiistimallere ilişkin sigorta uyuşmazlıklarında uluslararası “underwriter” ve Türk aracı kurumların ortak hakemliğini yapmıştır. Her biri çok sayıda müşterinin zarar taleplerinden kaynaklanan yüzlerce alt dosyadan oluşan uyuşmazlıklar Halil Doğru’nun başkanlığında çok kısa bir sürede herhangi bir itiraz ve sorun olmaksızın çözümlenmiştir.
Arbitrator Dr. Halil Doğru, established his practice on a strong foundation of expertise in the area of capital markets and finance law. He commenced his career in this field more than thirty years ago when, as a business administration graduate, he joined Turkey’s Capital Markets Board. For nine years, he served as a senior expert in the CMB’s Departments of Enforcement and Corporate Finance. In 1992, he initiated his law career, and has continued to provide legal services domestically and internationally as arbitrator and lawyer. He has completed studies at the Wharton School, the London School of Economics, and the Faculties of law at İstanbul University and Dokuz Eylül University. Moreover, he is also the author of Securitization and Mortgage: General and Legal Aspects, the first book of its kind in Turkey. He acted as chairman arbitrator in several stock exchange related disputes arising from umbrella insurance policy of Borsa İstanbul (İstanbul Stock Exchange) between insurance companies and investment companies which are member of Borsa İstanbul. Although each such dispute includes a lot of sub cases at which clients of investment companies demands indemnities, the disputes, under the chairmanship of Mr. Dogru have been finalised very fast and without any problem.
